Formal adoption of the Directive across Europe

Nov
Deadline for members to transpose

 

 

2010

Nov
The directive formally entered into force in Europe

 

 

Oct
The new Directive 2010/63/EU on the protection of animals used for scientific purposes was published in the European Journal.

 

 

  Sept

The Directive is signed by the President of the European Parliament and becomes European law.

 

The European Parliament voted against all three amendments to the Directive. The final text of the new Directive was therefore finalised.

 

 

July
Three new amendments to the draft Directive were tabled.

All five amendments were rejected by the Agriculture committee.

Five amendments to the draft Directive were tabled.


The revised Directive was discussed at the Agriculture committee sessions.

 

 

June

The UK bioscience sector makes a submission to the Home Office regarding the revised Directive. It outlines the key principles to be considered in implementation and transposition (see below for pdf).


The Bioscience Sector wrote a letter to Lynne Featherstone (new minister for ASPD) regarding the use of animals in research.
  The Council adopted the Common Position on the draft directive. The proposal is referred to the European Parliament for a second reading.
 

May

The European Council of Ministers announced agreement on the draft Directive.
 

April

An informal trilogue reached a provisional agreement on the final revisions made to the Directive, now called 8869/10.
 

Feb

The House of Lords debated the committe report into the revision of the EU Directive.
  The UK Bioscience sector prepared a briefing for House of Lords debate regarding the committee report into the revision of the EU Directive.
   

Jan

Spain takes over Presidency of the EU

 

 

2009

Dec The Agriculture and Fisheries Council reach a partial agreement on the draft directive.
   

Nov

 

The House of Lords EU select committee published the report of its inquiry into the Revision of the Directive on the Protection of Animals used for Scientific Purposes.

 

 

Sept

The UK Bioscience sector prepared a submission of supplementary evidence to the committee.

 

 

July

The House of Lords EU select committee (Environment & Agriculture) wrote to the Home Office Minister Lord West of Spithead with emerging conclusions from their inquiry into the proposed revision of the EU Directive.
  The UK bioscience sector, including 12 organisations, prepared a response to the call for evidence from the Home Office.
  Sweden takes over the Presidency of the EU.

 

 

June

House of Lords EU select committee (Environment & Agriculture) carried out evidence sessions.

 

 

May

The UK bioscience sector prepared a response to the call for evidence from the House of Lords EU committee (Environment & Agriculture).
  MEPs voted in support of the proposed revised Directive, by just over 84%.
  Scientists urged MEPs to support the report from the EU select committee (Environment & Agriculture).
  The European Parliament adopted its First Reading of the Directive.

 

 

April

The Remember the Patients campaign was launched.
  The House of Lords EU select committee (Environment & Agriculture) launched an Inquiry into the Revision of the Directive.
  Nine leading organisations representing the UK bioscience sector issued a declaration of Support for the Parish report.

 

 

March

AGRI Committee adopted the final report by 19 votes to 7 with 3 abstentions. Known as the Parish report, it made several amendments to the Directive.
  As the AGRI Committee considered its report, nine key UK bioscience organisations signed a Declaration of Concern about revision of EU Directive 86/609.

The AGRI Committee discussed the draft revision of EU Directive 86/609/EEC and agreed a timetable for first reading.
  The AGRI Committee appointed Neil Parish MEP as rapporteur to lead the consideration of the Directive.

 

 

2008

Nov

The European Parliament officially acknowledged receipt of the draft revision of EU Directive 86/609/EEC and appointed the AGRI Committee to begin the first reading process.

2006

 

Animal Welfare in Europe: achievement and future prospects is published by the Council of Europe (CoE), the European Union (EU) and the World Organisation for Animal Health (OIE)

 

The European Commission adopted an Action Plan on the protection and welfare of animals.

 

 

2005

 

The opinion of the AHAW was adopted.

   

2004

   
 

The Animal Health and Animal Welfare (AHAW) of European Food Safety Authority was mandated to give a scientific opinion in relation to the reports and revision of the Directive.

 

 

2003

  The European Commission's Environment Directorate-General (DG) organised a Technical Expert Working Group (TEWG) to collect scientific and technical background information for the revision of Directive 86/609/EEC. The results from discussions by the TEWG gave important input for the revision of the Directive.

 

 

2002

 

The European Parliament adopted a proposal to revise Directive 86/609/EEC.

 

 

1986

 

The Council adopted Directive 86/609/EEC on the protection of animals used for experimental and other scientific purposes.
